Which power minister said Pakistan was working to introduce a "virtual grid system" in September 2026?

Explanation: Pakistan's power minister said the government was working to introduce a virtual grid system while confirming there was currently no additional load-shedding in the country. A virtual grid aggregates distributed energy resources such as rooftop solar panels and battery storage, managing them digitally as a coordinated resource, a concept gaining attention globally as more households install solar systems, straining conventional grid planning and net-metering financial models.
